National Innovation Quarter Receives $3.93 Million in GO Virginia Funding to Accelerate Advanced Technology and National Security Innovation in Northern Virginia

The Northern Regional Council (Region 7) is proud to announce that $3.93 million in GO Virginia funding has been awarded to launch the National Innovation Quarter (National IQ). National IQ is a new innovation district in National Landing that resulted from a collaboration between Alexandria and Arlington. National IQ is designed to accelerate the growth of dual-use technologies and strengthen the region’s position as a leader in advanced technology and national competitiveness.
With a total project value of approximately $6.2 million, including nearly $2 million in matching funds from localities, industry, and university partners, National IQ represents one of the most ambitious regional economic development initiatives in Northern Virginia's history.
A New Model for Innovation at the Intersection of National Security and Technology
Northern Virginia's economy faces a set of structural challenges that National IQ is specifically designed to address:
Stagnant growth in technology jobs despite a world-class talent base
Outmigration of skilled workers
Limited startup formation
Elevated office vacancy rates
An overreliance on federal contracting
National IQ will serve as a neutral, collaborative platform—connecting startups, large corporations, investors, and academic institutions across Arlington County and the City of Alexandria to catalyze a new wave of product-based innovation.
“This $3.93M investment by GO Virginia into National IQ is a major milestone for Northern Virginia and the entire state’s innovation ecosystem,” said Lisa Shapiro, M.Ed., Managing Director, GO Virginia Region 7 Council.
Shapiro continued, “From workforce development to startup acceleration and the creation of a first-of-its-kind innovation lab, National IQ is designed to tackle some of the region's biggest challenges while positioning Northern Virginia as a national leader in emerging technologies. By aligning our national security assets with entrepreneurship, talent, and investment, we are building a scalable model for job creation, company growth, and long-term regional competitiveness.”
A Comprehensive Ecosystem: Talent, Technology, and Space
GO Virginia funding will support a coordinated set of four integrated initiatives designed to strengthen the region's innovation ecosystem from multiple angles.
Innovation Lab
National IQ will establish the region's first secure, neutral, shared facility for prototyping and demonstration of advanced technologies including robotics, unmanned systems, AI, and advanced hardware. Developed in partnership with Virginia Tech, the Alexandria Economic Development Partnership, and local stakeholders, the Innovation Lab will give startups and industry partners a first-of-its-kind resource to move ideas from concept to prototype.
Workforce Development: Virginia Tech National Security Innovation Capstone Initiative (NSICI)
National IQ will launch the National Security Innovation Capstone Initiative in partnership with Virginia Tech, training more than 50 graduate-level students in high-demand fields including artificial intelligence, quantum computing, robotics, digital forensics, and cybersecurity. Students will complete applied projects with 12 regional companies, preparing them for clearance-ready roles in both government and industry—directly addressing the region's talent retention challenge.
Startup Acceleration and Global Engagement
National IQ will deliver a robust suite of accelerator and ecosystem programs through leading partners:
Fuse Accelerator: Dual-use startup cohorts connecting founders with defense and commercial customers through mentorship, pilot opportunities, and investor engagement
FedTech Soft-Landing Program: Cohorts supporting international allied-nation dual-use companies entering the U.S. market and establishing a presence in Northern Virginia
Plug and Play: Corporate innovation programming, deal flow sessions, and ecosystem networking connecting startups and Fortune 500 companies
Founder Institute: Early-stage startup development cohorts, with priority placement for Virginia-based founders
Regional Coordination and Industry Engagement
A newly formed 501(c)(6) nonprofit will serve as the backbone organization for National IQ, responsible for coordinating programming, convening partners, and aligning regional economic development efforts. The organization's board will include representation from local governments, Fortune 500 companies, universities, and ecosystem stakeholders—ensuring National IQ operates as a truly regional, industry-driven initiative.
Projected Economic Impact Across the Region
Over the next two years, National IQ is projected to deliver significant and measurable economic outcomes for Northern Virginia:
350 new jobs created
32 businesses attracted to the region
115 companies expanded
257 companies served through programming
$100 million in follow-on capital raised
80 people trained through the NSICI workforce program
“This is exactly the type of collaborative, high-impact project GO Virginia was designed to support,” said Lisa Shapiro. “The National Innovation Quarter will not only create jobs—it will establish Northern Virginia as the nation's leading hub for dual-use innovation.”
Part of a Statewide Investment in Virginia’s Future
National IQ's approval comes as part of a broader $5.6 million round of GO Virginia investments announced by Governor Spanberger, supporting projects across the Commonwealth focused on energy reliability, advanced manufacturing, national security, and workforce development.
At $3.93 million, National IQ represents the single largest project in this funding round—a reflection of the strength of the proposal and the depth of the regional coalition behind it.
Since its inception in 2017, GO Virginia has supported the creation of 27,000+ jobs statewide, created training opportunities for 58,000 individuals, and helped Virginia businesses access more than $700 million in capital.
